India’s aviation sector is undergoing significant changes aimed at improving passenger convenience, transparency, and accessibility. The Ministry of Civil Aviation, through the Directorate General of Civil Aviation (DGCA), has introduced a series of passenger-focused guidelines designed to create a more traveler-friendly experience across all airlines.

With India now recognized as the world’s third-largest domestic aviation market and airports handling over five lakh passengers daily, the government is focusing on making air travel more transparent, accessible, and passenger-centric. These new measures aim to reduce grievances, improve awareness of passenger rights, and standardize airline practices.
Update: Reports later indicated that the implementation of the 60% free-seat directive was placed under review after concerns raised by airlines regarding operational and commercial impacts.
🪑 1. More Free Seat Selection for Passengers
One of the most talked-about proposals requires airlines to allocate at least 60% of seats on flights free of charge, ensuring fair access to seat selection without additional fees. The move is intended to make flying more affordable and reduce the burden of ancillary charges on travelers.

Passengers traveling under the same PNR (Passenger Name Record) should be seated together, preferably in adjacent seats. This is especially beneficial for families traveling with children, elderly passengers, and groups.

Airlines have been directed to create transparent and passenger-friendly policies regarding:
- Sports equipment
- Musical instruments
- Pet travel
These policies should clearly explain charges, restrictions, and procedures to avoid confusion during travel.

The government has reinforced the need for strict compliance with passenger rights in cases of:
- Flight delays
- Flight cancellations
- Denied boarding
Passengers must receive appropriate assistance, compensation, refunds, or alternative arrangements according to existing DGCA regulations.
📱 5. Passenger Rights Must Be Clearly Displayed
Airlines are now expected to prominently display passenger rights across:
- Airline websites
- Mobile applications
- Online booking platforms
- Airport counters
This will help travelers understand their entitlements before and during their journey.

To improve accessibility, airlines have been instructed to communicate passenger entitlements in regional languages alongside other official communication channels. This step aims to make travel information easier to understand for a wider audience across India.
